Unless I am mistaken, the tc is referring to tactics (when this happens use this ability), not the ability/spell bar. I believe Metal Gear Fred is correct, it is probably related to level. If I recall correctly there is also one of the stats that increases the amount of tactic slots you have. It's on the same level up page as trap making and such.
